First let me say the box has seen better days at least the top with one side flap missing and it has come loose from bottom of box since it is supposed to flap up and down.
The seal setters do have some white paint or such on them and the largest one does have a crack; it has the tool and 2 extra tool punches that seem to go with something else is my guess.
Most likely for someone who needs for display in old time looking garage or such or maybe if you have really old car and need for that.
