My guess is the late 50's or 60's, Not sure it was out of box and if used wasn't much. Box does have some wear with the cellophane missing in front.
The bottom cleaning part of car I presume is supposed to look like it does since not a train guy, picture 4 shows it case it looks funny to someone who is.
